of it and I would suggest that the Company might be approach- ed with that object, but even if this is done I do not feel sanguine that any useful results will be obtained. If any suspicion was aroused that the Superintendent was supplying information to the Government and it is extraordinarily difficult to keep anything secret here persons engaged in illicit trading would cease to send their telegrams through the Eastern Extension Telegraph Company and would send them instead through the Great Northern Telegraph Company, a Danish Company on which we could not bring any influence to bear.

3. I have considered the possibility of passing legislation under which all telegraphic addresses would have to be registered with the Postmaster General, but it would be necessary to give some reason for introducing such a law, and whatever excuse was given illicit traders would certainly be put on their guard.
